    • To get a library card, stop by one of our libraries (Steele, Horseheads, West Elmira, Big Flats, Van Etten, or Bookmobile) with photo ID. If you are a NY resident, it is free to get a card. If your ID doesn’t have your current address on it, also bring a piece of mail or a bill that shows your name and current address. Let us know if you have any questions.

  1. Do you have to be a NY resident to get a library card? I live in Pennsylvania but work in Elmira so “local” libraries for me are actually out of the way.

    • If you work in Elmira you can get a free library card if you bring proof of employment along with a government issued ID. If your ID does not list your current address, also bring a piece of mail or a bill that shows your address. Cards are free to NY State residents and anyone that works or owns property in NY (otherwise there is normally a $25/year non-resident fee).
